Intra Company Transfer (ICT) is a reliable and popular route used by foreign workers to move to Canada. If you work for a company outside Canada that has a branch, affiliate, or subsidiary in Canada, you will be eligible to get a work permit to Canada through this program.

Approved applicants are provided a temporary work permit. The professional experience gained through the ICT program Canada can be used as a springboard to obtain permanent residence in Canada. Organizations bringing foreign workers to work in Canada under the ICT need not obtain the Labor Market Impact Assessment (LMIA). This makes the whole process quicker, simple, and cost-effective too. Canada encourages transfers through this program because qualified workers can bring their skills and expertise to the Canadian labor market. Intra-company transferees are allowed from all over the world.

To qualify for an LMIA-exemption as an intra-company transferee, you must meet the following requirements.

  • You must be employed with a multinational company seeking entry to Canada. You must work at the company’s parent, subsidiary, branch, or affiliate.
  • You must be applying to work in Canada in a position at the executive or senior managerial level or as a professional with specialized knowledge.
  • You must have been employed with the company full-time for at least one year within the previous three years.

The International Mobility Program uses the definitions provided in the NAFTA or the North American Free Trade Agreement to identify executive capacity, senior managerial capacity, and specialized knowledge staff.

What Are The General Requirements for Multinationals?

The company operating outside Canada must have a branch/affiliate/subsidiary in Canada.

The two enterprises must be engaged in business activities. The mere presence of a branch or a subsidiary in Canada is not enough. If the applicant satisfies these criteria, they are eligible to ask for an LMIA-exempt work permit.

In order to be eligible to work in Canada under the Intra-Company Transfer program, you must be in one of these three defined categories:


They control and direct the management of the enterprise. They are a crucial part of the organization’s decision-making process and may receive supervision only from higher-level executives.

Senior Managers

They manage the enterprise (completely or in parts) and supervise the work of other managers or professional employees.


They have specialized knowledge and can use the same to ensure the smooth and rapid growth of the organization. 

Regardless of the position of the foreign professionals coming to Canada through the ICT route, they must have at least one year of full-time work experience with the company they are currently working in. They must come to Canada and carry out comparable work. There must be a qualifying relationship between the employer and the employee. Only then can a work permit be issued.

Other Terms

The Immigration, Refugees and Citizenship Canada (IRCC) requires that initial work permits granted under the ICT program are generally for a one-year duration. However, the permits may be renewed after providing adequate evidence that

  • The Canadian and foreign companies continue to enjoy a qualifying relationship
  • The new office in Canada has been carrying out business activities uninterruptedly for the past year
  • The new office has the requisite number of staff to carry out business operations smoothly.

Intra-company transferees can become permanent residents of Canada if they wish to do so. As permanent residents, they can reside and work anywhere in Canada like all other citizens of the country.
