IRCC Updates Caregiver Pilot Program with New Changes

Immigration, Refugees and Citizenship Canada (IRCC) shared updates to Caregiver Pilot Programs on Dec 6, 2022.

Canada operates Home Support Worker Pilot and Home Childcare Provider Pilot to help caregivers with relevant experience come to Canada with families. These pilot programs enable qualified caregivers to apply for permanent residence.

The latest updates to these pilot programs will impact:

Language and educational criteria

Authentication and assessment of job offers

Admissibility assessment  

These are a few updated criteria to note if you are exploring Caregiver Pilot Programs.

Language and Education

Applicants for caregiver programs CLB or NLCL language proficiency level 5 for English or French languages. The language test results should not be older than two years. The minimum criterion for education is a Canadian post-secondary credential or a foreign education equivalent, supported by Educational Credential Assessment (ECA).

Applying for permanent residence

Candidates should apply for permanent residency under Home Support and Home Childcare Provider Pilots by submitting their completed applications to the Case Processing Center in Edmonton, Alberta.

The intake cap and processing cap for both Caregiver Pilots per calendar year are 2,750 applications.

Category A

Category A applicants refer to those who have less than 24 months of relevant work experience. These candidates should meet the following eligibility criteria:

Education requirements

Validity of job offer

Ability to perform work

Admissibility

The permanent resident application of Category A applicants will be on hold, and they will get Occupation-restricted Open Work Permit (OROWP). The applicant must provide evidence of two years’ work experience within three years from OROWP. The immigration officer will decline the application if the work experience is not in the relevant occupation.

Category B

Category B applicants have a minimum of 24 months of relevant work experience. They must fulfill the following criteria:
