Newfoundland and Labrador is a province that is fast becoming an economic force in Canada. It is located in the country’s easternmost region. The province has two different landmasses. One is Labrador which is connected to the mainland. The other is the island of Newfoundland.

The Newfoundland and Labrador’s Provincial Nominee Program (NLPNP) is aimed at prospective immigrants with the skills and experience that the province needs to fill its labor market gaps and achieve its economic goals. The streams available under the NLPNP are:

  • Express Entry Skilled Worker
  • Skilled Worker
  • International Graduate

Express Entry Skilled Worker

Skilled workers with appropriate skill levels and an employment offer in the federal Express Entry pool are eligible to apply for the NLPNP Express Entry Skilled Worker stream.

Other Eligibility Factors:

Language Proficiency

You must provide official language test results proving the language proficiency claimed on your profile.


You must have a minimum of a post-secondary degree/diploma or equivalent to a Canadian education of similar value.

Work Experience

You must have at least one year of work experience in the past ten years in the appropriate NOC Skill Level

Points Assessment Grid

You must have a score of at least 67 points on the Newfoundland and Labrador Express Entry Skilled Worker Points Assessment Grid.

Settlement Funds

You must satisfy the settlement funds requirement as determined by Immigration, Refugees, and Citizenship Canada (IRCC). You can do it with your own finances or by maintaining a valid offer of employment.

Intention to Reside

You must show an intention to reside in the province.

Skilled Worker

This stream is aimed at experienced workers with any of the NOC Skill Levels. You must also have a valid and appropriate job offer from a Newfoundland and Labrador employer to apply for provincial nomination. Your specialized skill must match the requirements of the employer from whom you have a job offer.

Application Process

The Newfoundland and Labrador Skilled Worker stream accepts applications of eligible candidates with a completed application and fee of CAD 250. If your application is approved, you will receive a provincial nomination. You have six months from the date of receiving the nomination to submit a federal application for permanent residence in Newfoundland and Labrador. It may take around 18 months to process the application.

International Graduate

Graduates from any eligible post-secondary institution who want to stay back on a Post Graduate Work permit can apply under this stream. You must be presently employed or have a valid job offer in your field of study or expertise from a local employer.

International Entrepreneur Category

This category is apt for foreign nationals with experience managing businesses and who want to invest in a new or existing business in the province. To qualify, you must have business management expertise, experience, and impressive net worth.

International Graduate Entrepreneur Category

This category is aimed at foreign nationals with a graduation degree from a post-secondary program of at least two years in Newfoundland & Labrador. Applicants must also have at least one year of experience running and managing a business in the province.

Newfoundland and Labrador Points Assessment Grid

Apart from the above eligibility requirements, you must also ensure that you have a passing score of 67 points on the Newfoundland and Labrador Point Assessment Grid.

Atlantic Immigration Pilot Program

Newfoundland and Labrador province is a part of the Atlantic Immigration Pilot Program (AIPP). It is an economic growth initiative managed by the province and supported by the federal government. AIPP helps the immigration process for newcomers with a job offer from a designated employer in the Atlantic region.
