Working in Quebec

Working in Quebec

Located on the Eastern side, Quebec is a beautiful Province of Canada. Quebec’s employment rate for the last four decades is minimal. The province also boasts of a constantly booming economy. Quebec has one of the highest employment rates among all OECD nations. It offers several opportunities to individuals with vocational training.

With French being the official language, Quebec immigration mandates French proficiency for several programs. Individuals having no French language ability can also find working opportunities in Quebec.

Quebec offers job opportunities in the pharmaceutical, IT sector, aerospace, and biotechnology in Quebec by consulting any established immigration professional.

Quebec enjoys a special status among all Canadian provinces and territories and provinces that follow the federal government’s immigration policies. There is more autonomy by the federal government to Quebec for the selection of individual immigrants who may want to study, work, and settle in the province. There are separate immigration regulations and programs for Quebec migration. One may consider the following options to work in Quebec:

  • Quebec Temporary Work Permit with LMIA Exemption
  • Quebec Skilled Worker Program
  • Quebec Experience Class

Employers in Quebec have to follow different procedures to hire foreign nationals. Temporary workers can secure jobs in Quebec with a valid Quebec Selection Certificate. Most Temporary Foreign Workers must submit a Quebec Acceptance Certificate (CAQ) to federal immigration authorities for obtaining a work permit. The CAQ certifies that the applicant is meeting Quebec admission criteria.

Quebec Temporary Work Permits with LMIA exemption

To facilitate the hiring process of candidates with a valid work permit, the Quebec government waives off positive LMIA to enable employers to fill the positions in Quebec. They can hire foreign workers with no need to procure a positive LMIA if the foreign worker:

  • Holds a valid work permit
  • Presently living in Quebec
  • Has a skilled worker certificate with CSQ
  • Eligible to become a permanent resident in Quebec
  • Is waiting for the approval of PR application under Quebec Skilled Worker Program (QSWP)

There are some additional criteria to fulfill according to different situations:

  • The applicant is extending work permit with the same employer
  • Renewal of work authorization for accepting a job by another employer
  • An international student entering Quebec through the International Experience Program
  • A student who holds a Post Graduate Work Permit and a valid Quebec job offer

LMIA exemption is also available for unique occupations that fulfill Quebec’s job market requirements.

Quebec Skilled Worker Program (QSWP)

One can become a permanent resident in Quebec by exploring the Quebec Skilled Worker Program (QSQ) option. Quebec immigration involves provincial selection followed by federal admission. One must apply for the Quebec Selection Certificate (CSQ) to qualify for Quebec selection.

You need to prove a minimum degree of skilled work experience to achieve sufficient points score on a points assessment grid for eligibility. The Quebec Skilled Worker Program does not mandate French proficiency. However French language ability can help applicants achieve a higher points score.

Quebec Experience Class (PEQ)

The province of Quebec enables foreign workers who are proficient in the French language with legally acquired work experience to immigrate and settle in Quebec. Candidates may apply as temporary foreign workers through the Quebec Experience Class by fulfilling the following requirements:

  • Must have a skilled working experience in Quebec
  • Should be working as management executive or technical professional under National Occupation Classification

There is no upper limit on the number of approval, and candidates can submit their applications at any time of the year.
